SŽDC Opened a Tender for Elaborating Documentation for a Territorial Decision to the HSL First Section

Today, SŽDC published the tender for elaborating documentation for issuing a decision on positioning a construction of the first high-speed line in the Czech Republic in the section Praha-Běchovice – Poříčany (HSL Polabí).

The first HSL Prague – Brno partial section which advanced to this phase of preparations starts at the railway station Praha-Běchovice and ends with a connection to the current lines Poříčany – Pečky and Sadská – Nymburk město.

Due to the fact that a preliminary market consultation to the tender took place already in September, the railway infrastructure manager set the public tender conditions in such a way to correspond to the needs of the first HSL line section in the Czech Republic implementation as much as possible. Public preliminary market consultation was attended by representatives of 11 design companies from the Czech Republic, Germany and France.

Besides documentation for a territorial decision, the tender also includes elaboration of environmental impacts (EIA documentation) or elaborated requirements of affected authorities and the public. SŽDC also reserved the right of optional fulfilment which includes steps necessary for acquiring a positive standpoint of EIA and a territorial decision. A possible need to use these steps depends on a successful completion of updating Principles of territorial development of the capital city of Prague which SŽDC has already requested for the HSL Polabí line.

The selection of a documentation supplier is based on the application of the Best Value Approach/Best Value Procurement method (BVA/BVP) which prioritizes especially supply quality, not only the lowest price offered.

The estimated term of fulfilling the main tender part is set to 16 months since the date of effectiveness of the contract for work, concluded with the selected supplier. This term may be extended depending on a possible use of the optional fulfilment. Total estimated value of the public order equals CZK 240.5 million in case of using all possible optional fulfilment.
