EBRD will assist Správa železnic in selection of concessionaire for construction of line to airport

Správa železnic has progressed in the preparation of the process of funding the modernisation and construction of the line to Václav Havel Airport in the form of a Public Private Partnership (PPP). Jiří Svoboda, Director General of Správa železnic and Mark Davis, Director for Central Europe of the European Bank for Reconstruction and Development (EBRD), today signed an agreement on the provision of consultancy services. Based on this agreement, EBRD will provide a transaction advisor for the PPP project, who will prepare documents for the public tender for the concessionaire of the entire construction.

The construction of selected sections between Masaryk Railway Station and Václav Havel Airport is expected to be built using PPP. The concessionaire will also ensure the subsequent operability of the line.

Based on the feasibility study of the PPP connection Praha – Letiště – Kladno (Prague – Airport – Kladno), Správa železnic is considering two basic variants of implementation. Under both, the concessionaire would build or reconstruct all sections between stations Praha-Veleslavín and Praha-Letiště Václava Havla (Václav Havel Airport Prague), the second option also includes the section to Kladno. The difference is also in the scope of operability and the maintenance model.

The costs of the first option amount to CZK 16.6 billion, while the costs of the second option amount to CZK 23.3 billion. The total length of the sections is almost forty kilometres, and their modernisation is planned between 2025 and 2029.

The modernisation project of the railway from Prague to Kladno with the connection of Václav Havel Airport is divided into more than ten constructions. The Negrelli Viaduct was reconstructed between 2017 and 2020. The reconstruction of the line between Kladno and Kladno-Ostrovec stations started last year, followed by the modernisation of the section Praha-Bubny – Praha-Výstaviště.

The tender for the construction Praha-Ruzyně – Kladno is being prepared, and the modernisation of Masaryk Railway Station is about to start. This should be followed by work on the Praha-Ruzyně – Praha-Letiště Václava Havla and on the new station directly at the airport. From 2026, the rebuilding of three sections between the new stop Praha-Výstaviště and the station Praha-Ruzyně is planned. Finally, a circle line will be built there, which will enable a direct connection between the airport and Kladno.
