Feasibility Study for (Brno) – Přerov – Ostrava High-Speed Line

Správa železniční dopravní cesty (SŽDC) selected with use of a new unique method Best Value Approach/Best Value Procurement (BVA/BVP) the supplier of the Feasibility study for the (Brno) – Přerov – Ostrava high-speed line which will include not only the conceptual verification of its route as such but also important documents for further project preparation. SŽDC used this method as first within the transport sector.

An agreement has been signed today with the companies SUDOP PRAHA and EGIS RAIL which will act as suppliers of the Feasibility study for the (Brno) – Přerov – Ostrava high-speed line. I believe that cooperation with these experienced design companies will result in a high-speed line design of high quality which will allow its early implementation. Our effort was to contribute to the study’s elaboration good quality by using an innovative method of evaluating the bids’ quality”, said Mr. Jiří Svoboda, Director General of SŽDC. The price of all works equals a sum of CZK 13.8 million (VAT excluded).

The evaluation of bids according to their economic profitability based of the most advantageous relation of the bidding price and quality was followed by further steps, resulting from the method mentioned above. The selected supplier submitted a technical specification of its proposals and measures to adopt for meeting the design objectives, a summary containing a detailed description of activities that are not a part of the selected supplier’s performance and a schedule of the public order’s implementation.

Up to six months since the signing of the contract, the supplier will be obliged to submit background papers for elaborating the Documentation for issuing a decision on locating a construction (DÚR) and the Documentation for evaluating the construction environmental impact (EIA) for HSL at minimum in the section Prosenice – Ostrava-Svinov. Within 14 months after signing the contract, he is obliged to submit the feasibility study final version including incorporated remarks and standpoints which will allow submitting the study for approval to the Central Committee of the Ministry of Transport.

Bids were evaluated in accordance to their economic profitability based of the most advantageous relation of the bidding price and quality according to the following criteria and their share on the total evaluation: bidding price (30%), professional quality (20%), identification and risks management (15%), added value (10%) and abilities of selected members of professional staff in contributing to the ordering entity’s project objectives (25%).

The method for evaluating bids Best Value Approach/Best Value Procurement (BVA/BVP) was created at the State University of Arizona by Professor Dean Kashiwagima and is currently successfully applied especially in the Netherlands and in Scandinavia, not only for extensive infrastructure projects.
