Preliminary Market Consultation to Elaborate Documentation for HSL Praha-Běchovice – Poříčany Territorial Proceedings

Správa železniční dopravní cesty (SŽDC) considers preparation of a high-speed line network construction in the Czech Republic as one of its current top priorities. Due to the current phase of project preparation, it is implementing a tender for elaborating documentation for a new high-speed line (HSL) Praha-Běchovice – Poříčany territorial proceedings. The tender will also include a so-called preliminary market consultation planned for 30 September.

The objective of the preliminary market consultation is to discuss in advance the setting of the public tender’s contractual conditions with the suppliers’ representatives so that they correspond at best to current trends for designing high-speed lines as a unique domestic investment and technological project.

During the preliminary market consultation, great stress will be laid on qualification prerequisites in the field of the suppliers’ experience and the expert research team as well as the method for public tender’s evaluation. SŽDC considers using the Best Value Approach/Best Value Procurement foreign evaluation method which prioritizes supply quality and does not use the lowest bidding price as the decisive evaluating criterion.

Besides those preliminary market consultation’s crucial topics, SŽDC intends to discuss a delimitation of the public tender’s objective, its expected value, the term for submitting bids, main contractual conditions principles and fulfilment technical aspects.

In order to assure a vast basis of suppliers, SŽDC addressed in cooperation with the Association for Infrastructure Development two dozens of engineer’s offices both in the Czech Republic and abroad and published its intent to carry out a preliminary market consultation on the website www.ceskainfrastruktura.cz/akce/ptk-dur-vrt-praha-bechovice-poricany/ to assure transparency and a non-discriminatory approach. The preliminary market consultation is thus open to a wide group of more participants who can be interested in and are able to demonstrate relevant experience in the given field at least in a minimal extent.

The preliminary market consultation will take place on 30 September from 9.00 a.m. at the SŽDC Headquarters. For the time being it is planned as single-round with a possible reservation of organizing more rounds if it may be necessary or appropriate, especially with regard to the objective complexity of the high-speed lines’ issue.
