Správa železnic Opens a Repeated Tender for Elaboration of Documentation for Zoning Decision to the First High-Speed Line Section

Today, Správa železnic published a repeated tender for elaboration of the Documentation for the issuance of the decision on the location of the construction of the first high-speed line (HSL) in the Czech Republic in the section Praha-Běchovice – Poříčany (so-called “VRT Polabí” in Czech – “HSL Labe Flatlands” in English).

The first HSL Prague – Brno partial section which advanced to this phase of preparation starts at the railway station Praha-Běchovice and ends with a connection to the current line sections Poříčany – Pečky and Sadská – Nymburk město.

Besides the Documentation for zoning decision, the tender also includes elaboration of the Environmental Impact Assessment (EIA) documentation. Správa železnic also reserved the right of optional fulfilment which includes steps necessary for acquiring a positive standpoint of EIA and the zoning decision. A possible use of these steps depends on a successful process completion of updating Principles of territorial development of the capital city of Prague which Správa železnic has already requested for the VRT Polabí (HSL Labe Flatlands).

The tender is based on the application of Best Value Approach/Best Value Procurement method (BVA/BVP) which during the selection of a documentation supplier prioritizes supply quality and not only the lowest price offered. In the repeated tender Správa železnic responds to comments and objections from the previous tender especially with an emphasis on the best possible explanation of these unconventional and new aspects of a public tender. Due to the current situation and restrictions, the use of modern communication technologies is considered for the evaluation of the offers.

The estimated term of fulfilling the main tender part is set to 14 months from the date of effectiveness of the contract for work, concluded with the selected supplier. The total estimated value of the public procurement equals CZK 240.5 million including optional fulfilment.

A preliminary market consultation on the tender, which was attended by representatives of 11 design companies from the Czech Republic, Germany and France, already took place last September.
