SŽDC Starts Selection of Supplier for HSL Brno – Přerov – Ostrava Feasibility Study

As the first organization in the branch of transport, Správa železniční dopravní cesty (SŽDC) will select a tender winner while using a new unique method Best Value Approach/Best Value Procurement (BVA/BVP). The tendering procedure started today by opening bids. The supplier will prepare a feasibility study for the high-speed line (Brno) – Přerov – Ostrava which will include a draft of the new line’s route as such as well as other modifications of the current railway infrastructure.

Opening bids in electronic form was carried out pursuant to the Act on Public Ordering without participation of the public (the suppliers). Bids will be subsequently evaluated with regard to economical profitability based on the most advantageous ratio of the bid price and quality according to the following criteria and their share of total evaluation: bid price (30%), professional expertise (20%), identification and risk management (15%), added value (10%) and abilities of selected members of professional staff in contributing to the ordering entity’s project objectives (25%). ”High-speed lines constitute a key infrastructure for the Czech Republic. The transport branch makes intensive preparations of the connections from Prague to Dresden; a feasibility study is in preparation for the line section Praha – Brno – Břeclav as well as documentation for a territorial proceedings decision to the section Brno – Přerov and pilot sections at suburbs of the biggest cities. Soon we will also decide about the study supplier for the section Ostrava – Přerov, who should prepare everything necessary for the construction’s completion as soon as possible““, said Mr. Dan Ťok, Minister of Transport of the Czech Republic.

The method for evaluating bids Best Value Approach/Best Value Procurement (BVA/BVP) was created at the State University of Arizona by Professor Dean Kashiwagima and is currently successfully applied especially in the Netherlands and in Scandinavia, not only for extensive infrastructure projects. ”The objective of the method is to ensure applying creative inventiveness of suppliers as wide as possible and to provide ordering entities with a possibility of distinguishing the suppliers’ experience and quality. In the Netherlands, this method led to an entrance of new, formerly uncompetitive suppliers based only on the bid price, onto the public tenders’ market. Projects could be sped up and thanks to a selection of suppliers of good quality, imperfections in outputs decreased considerably. Finally, the amount of additional work decreased as well “, added Mr. Jiří Svoboda, Director General of SŽDC.

After the envelopes’ opening, an anonymous evaluation of bids within partial criteria Professional expertise, Identification and risks management and Added value will take place at the end of January/beginning of February at the latest. The abilities of selected members of the professional staff in contributing to the ordering entity’s project objectives will be assessed by form of an interview. When non-price criteria are evaluated, the bid prices’ opening will take place in the term and place designed by the ordering entity. The tender winner should be known in March. Within six months after signing the contract, the winner will have to submit data for elaborating the Documentation for issuing a decision on locating a construction (DÚR) and the Documentation for evaluating the construction environmental impact (EIA) for HSL at minimum in the section Prosenice – Ostrava-Svinov. Within 14 months after signing the contract, he is obliged to submit the feasibility study final version including remarks and standpoints which will allow submitting the study for approval to the Central Committee of the Ministry of Transport.
